New daily deal submission limit 

We have been noticing recently that submitting deals becomes a "numbers game" for select members - the more the better. As the result Buxr receives significant amount of low value and inaccurate/expired deals. To combat the problem, we decided to lower the daily deal submission limit from 20 to 10. This change doesn't affect Power Users.
