Does Monthly Contest score board have a glitch?

How come Mr. Cheap is wining in the monthly contest if we voted the same? Is this a glitch?

    The monthly contest page shows votes and deals you post during the current month. There is however a known fact that the deals and votes from the last day of the previous month also count.

    MrCheap made several winning votes during the last day of February. They count against the total score for March but you don't see them on the Monthly Contest page. This is exactly the discrepancy you see.
