Four accused in $70K Kroger coupon scheme 

This is one of the reasons honest consumers have problems using coupons.
The stores are reacting to this kind of fraud by making their coupon rules more strict.

Four employees of a Texas Kroger store have been charged with felony theft for their part in a $70,000 coupon fraud scheme that allowed select customers to receive large discounts on their purchases. By using a coupon override function at the register, the cashiers were able to assign any value to the coupons. Operators of a flea market allegedly paid the Kroger employees to do this over a 3-month period.
