    Unfortunately some states' programs have already ended. Here in Texas many people were unable to get through to reserve their rebate on the first day and all the money was allocated. So some local businesses then offered consumers a discount equal to the rebate they couldn't get. It was really a nice offer, and good (free) publicity for them. Their discount offer actually turned out to be a better deal for consumers, because they didn't have to spend the money out of pocket first and wait for the rebate to arrive.
