Does this require a Costco membership to avoid a surcharge?

When adding to cart, then go to check out you have to login to your account or create and id. Under the create and id is...

"Note: Non-members pay an additional surcharge. Executive Members need to provide a membership number to receive credit for their 2% rebate."

From FAQs...

"Costco members need to enter their membership number during the registration process in the My Account section. Non-members will be charged a 5% surcharge over the member's posted product prices (except for prescription drugs and gift certificates). If you are not a member, we encourage you to join. For more membership information,"

Adding 5% makes it $141.74 for non members. Still about a dollar cheaper then I've seen it other places. PC Connection has it for $142.64 no tax free shipping.
