If paying with Dell Preferred Account (DPA) you can possibly save an extra 3%...

1. During checkout, select Credit Card as method of payment
2. Click "Change Payment Type"
3. Click "Choose" link under Credit/Debit Card (Again)
4. Under "Save 3% with Dell Preferred Account!" use link "Click Here to Take Advantage of this Offer"
5. Click "Choose" under "I already have a Dell Preferred Account" if you have one, or sign up for a new one if you don't.

I've tried this several times and the link goes to a $449 laptop, not $399

It appears the link is no longer working. I will flag for now and will expire if nobody come up with an updated link. For the record, here is what the message says on the landing page:

Its dead, it was working yesterday when I validated the deal before posting it. (Yes, I actually do that.)

There was never a code required to obtain the deal, and it was simply on sale.
