Technically, yes, but more than 120 days have passed, so it can be resubmitted
If the basic promotion terms have remained the same (discount, expiration, coupon URL, coupon code, etc) then the new submission is considered a duplicate. Coupons and sales can be resubmitted if the promotion terms change is significant enough to warrant a new submission. You can also re-submit a Sale or Coupon after it has been dead for 30 days or (in case the expiration date is not set) if the original submission is older than 120 days. Otherwise, do not re-submit. Instead flag the deal as 'alive again'.
