It&#8217;s true, because 90% of the electricity used to power the bulb generates heat and only 10% produces light. That lost energy is money we&#8217;re throwing away. </p>
<p>Recognizing this inefficiency, the US Congress in 2007 passed legislation which went into effect January 1 of this year, mandating a change that regular light bulbs must use less energy. The requirement to achieve new standards has spurred innovation in lighting and given consumers three new choices.</p>
<h3>New light bulbs</h3>
<p>Each of the new products has unique characteristics that will affect your buying decision, based on application and price. Buying light bulbs is not an easy task anymore, shoppers in the lighting aisle now have to make a lot more decisions before making a purchase.<br />
<span id="more-5018"></span></p>
<ul>
<li style="margin-bottom:10px"><strong>Halogen Incandescent Bulbs </strong>have a filament like regular bulbs, but operate more efficiently because the filament is encased in a glass capsule with a halogen gas atmosphere. These last up to 3 times longer than equivalent incandescent bulbs, producing a whiter, brighter light for the same number of watts, and can be dimmed. Although they use 28% less energy, they still produce a lot of heat.</li>
<li style="margin-bottom:10px"><strong>Compact Fluorescent Lamps (CFLs)</strong> are the best value because they are moderately priced, last 10-20 times longer than an average incandescent bulb, and use only 25% of the energy required. The CFL floodlights are perfect for outdoor lighting or for use in places where the lights are left on for long periods of time. You save both time and money because you replace them less often. Many cannot be dimmed, and frequently turning them on and off affects their performance and life. Because CFLs contain a small amount of mercury, they must be properly disposed. <li><strong>Light-Emitting Diodes (LEDs) </strong>are the longest-lived and most cost-efficient product, but unfortunately cost the most initially to buy. Also the color of the light emitted may be objectionable to some people, they cannot be dimmed, and are best-suited only for particular applications. But their small size, durability, color production, insensitivity to moisture and cold, and longevity make them an outstanding choice for Christmas lights, motion detectors, flashlights, car dashboards and taillights. They brighten instantly, even in cold weather, and their performance is not affected by turning them on and off.</li>
</ul>
<p>The government&#8217;s goal in this changeover is for the average home or business to consume less power for their lighting needs. You however want to maintain the amount of light to which you are accustomed. So in order to accurately assess the brightness, you will have to begin using lumens instead of wattage to compare bulbs. <p>Choose wisely where to place long-life energy-efficient bulbs, like placing CFLs or LEDs in hard to reach areas or lights that are often left on for long periods of time. Although the new bulb choices are more expensive than the old incandescents, they&#8217;re continuing to improve and drop in price. Buying the cheaper halogen incandescent bulbs may seem like a good idea, but it doesn&#8217;t really save enough energy to save you money in the long run. With lighting costs accounting for 25% of your electrical bill, it&#8217;s easy to save by changing a few bulbs to CFLs or LEDs.</p>
<p>The innovations described here are only the beginning. A <a title="Wall Street Journal Article" href="http://online.wsj.com/article/SB10001424052970204555904577166902558421984.html" target="_blank">recent article in the Wall Street Journal</a> reports that Lighting Science Group in collaboration with Google will produce an Android@Home Intelligent LED bulb later this year. The bulb will have an embedded chip that will allow people to control it using an Android smartphone, tablet or computer.</p>

			<content:encoded><![CDATA[<p><img class="alignright size-full wp-image-4928" src="http://www.buxr.com/blog/wp-content/uploads/2012/01/Target-receipt.jpg" alt="RETURN LINE SIGN" width="141" height="227" />Did you change your mind about recent purchases or get some holiday gifts that don&#8217;t fit or don&#8217;t suit you?  Do you know what the policies are for the stores where you need to make returns or exchanges?  With 13% of retailers tightening their return policies from previous years, shoppers should become aware of those new terms.  You can&#8217;t afford to carry things around in the trunk of your car for an extended period before attempting to return them.  Otherwise, you&#8217;ll miss the window of opportunity and find yourself stuck with unwanted items!</p>
<p>While most retailers have kept basically the same return policy as previous years, rule changes are making returns a lot more difficult this year at many stores.  Some years ago major retailers began requesting identification with returns so they can track customers who make frequent returns.  These days, retailers are refusing returns from shoppers who have no receipt, are past the specified return period, or have made too many returns within a given time period.  But help is available, and customers who are denied a return or exchange can request a copy of their Return Activity Report from The Retail Equation by sending an email at <a title="Email: Request Return Activity Report" href="mailto:returnactivityreport@theretailequation.com">this address</a>. Then they have the option of disputing the report, with TRE acting as an advocate for them with retailers to resolve return issues, usually within 30 days.<br />
<span id="more-4913"></span></p>
<h3>Return Policies</h3>
<p><strong>Too late</strong> &#8212; For some retailers, it&#8217;s already too late to return anything purchased last month.  If you have items from Marshall&#8217;s and TJ Maxx or electronics from Staples, the deadline has passed on January 2.  For most other stores, you&#8217;d better get those items back this month, and even as early as January 24 for Best Buy.</p>
<p><strong>Aim to please</strong> &#8212; Walmart&#8217;s stated goal is to satisfy customers, but there are still lots of specific rules. They offer exchange, refund, or repair during their 15-30 day return period that started 12/26 for all purchases made before Christmas.  <a title="Waslmart Return Policy" href="http://walmartstores.com/7658.aspx" target="_blank">This policy</a> applies to electronics including TVs, cameras, computers, DVD and music players; all other items have a 90-day return period.</p>
<p>Without a receipt, Walmart gives customers the option of a cash refund (if the purchase was under $25), a shopping card for the amount of the purchase (if it was over $25) or an even exchange for another product.</p>
<p>In the event that a customer has returned more than three items to Walmart without receipts within a 45-day period, their cash register system automatically flags the transaction, and a manager has to approve the return. These cash register messages remain for six months and only disappear if there are no more returns during that time period.</p>
<p><strong>Strict policies</strong> &#8212; Target probably has the tightest return policy. They&#8217;ve reduced their return period for computer hardware, cameras and camcorders from 90 days to 45, and they enforce this policy even though it may not be posted at service desks in every store. Although they&#8217;ve dropped restocking fees, they will still deny refund or exchange on open items.  Toys R Us has a similar policy&#8211; a 45-day return period, open items are not returnable, and they impose a frequency limit on returns without a receipt.</p>
<p><strong>Relaxed returns</strong> &#8212; Some of the most lenient retailers include Kohl&#8217;s, Macy&#8217;s, Nordstrom,  LLBean, and Zappos.com, with no deadline on most items.  Macy&#8217;s now applies a customer return label to many items, so a receipt may not be necessary. But they, like JCPenney and Express, require all tags in place for returned apparel like special occasion dresses.</p>
<p>The following sampling of a dozen retailers, who have more simple return deadlines that could be compiled into a table, illustrates just how diverse the policies are this year.</p>

<p>Amazon actually has 30 different product-specific return policies, with a <a title="Amazon Return Policies" href="http://www.amazon.com/gp/help/customer/display.html?nodeId=901888" target="_blank">special page</a> of links to check them, as well as a <a title="Amazon Returns Center" href="http://www.amazon.com/gp/orc/returns/homepage.html/" target="_blank">returns center page</a> for return labels and authorization. If you miss the deadline to return Amazon items, they have that covered, too &#8212; you can check <a title="Sell Your Amazon Stuff" href="http://www.amazon.com/gp/seller/sell-your-stuff.html/" target="_blank">this page</a> for the option to sell anything purchased from Amazon.</p>
<p>Overstock.com doesn&#8217;t accept any returns on large TVs, and is one of the few retailers we found that still imposes restocking fees, which can be as high as 60%.  Best Buy dropped their restocking fees but shortened the return period by a week, except for Reward Zone members.  Sears reduced the return period for computers to 30 days and jewelry to 60 days.</p>
<p><strong>Gift cards</strong> &#8212; If you received some gift cards you can&#8217;t use, either as gifts or in exchange for returned items, you still have another option to get rid of those as well. Websites <a href="http://www.buxr.com/blog/2010/03/22/turning-gift-cards-into-cash/">we reviewed here</a> will pay 85% to 96% of the value of those cards, because there&#8217;s such a growing market to resell them. While Amazon has a larger number of books available, the Nook has an edge with interactive children&#8217;s books and the ability to record narration with the built-in microphone. Both devices support Wi-Fi connectivity and lack Bluetooth or GPS. The Nook only allows 1 GB of the 16 GB storage for user content, but expandable MicroSD storage up to 32 GB offers additional space for content that can be accessed offline. As long as you have Wi-Fi connectivity, you can access all of your Amazon content from the free Cloud Drive without loading it directly onto the Fire.<br />

The bottom line is a toss-up, and the best one for your needs is based purely on your personal preference. Neither have a camera or 3G capability, and apps for each are offered through proprietary app stores rather than the Android App Market. Amazon Kindle Fire at $199 offers much more available content, built-in music and movie stores, and free cloud storage for Amazon content. The Fire has no microphone. The $249 Barnes &amp; Noble Nook Tablet has expandable storage, free in-store retail support, and the ability to record your voice reading kids&#8217; books. It does have interactive kids books, but fewer available apps, and no built-in movie or music store.</p>
<p>Remember that neither device can offer the email, browsing or video quality of the $500 iPad. But for the price, both of these e-readers are feature-rich and an excellent value. I have to give the edge to the Kindle Fire, for the extensive content selection and the rubberized case back that feels so comfortable in my hand. Since water will freeze at 32 degrees Fahrenheit, adding coolant lowers the temperature at which the contents of your radiator will freeze to as low as -34 degrees F, keeping it circulating in very cold weather. Test the mixture and add coolant as necessary.</li>
<li>Oil gets thicker in cold weather, and if it’s too thick it won’t do a good job of keeping your engine lubricated. Check your owner&#8217;s manual to choose the right viscosity for your car. Switch from a thicker viscosity oil in the summer months to a thinner grade oil in the winter for easier starting. Synthetic oil is less susceptible to extreme temperature changes.</li>
<li>Check your other fluids, making sure they&#8217;re full. Use windshield washer fluid with deicer in it, because plain water will freeze.</li>
</ul>
<p><span id="more-4841"></span></p>
<h3>Tires</h3>
<ul>
<li>Add air to your tires, cold temperatures compress the air and your tires will become under-inflated. Your tires typically lose 1 pound per square inch whenever the temperature drops 10 degrees Fahrenheit.</li>
<li>Make sure your tread depth is good enough for traction on ice and snow. Use all-season tires or switch to chains or snow tires, depending on the area where you live or plan to drive. Traction is very important in ice and snow, and especially in hilly areas.</li>
<li>If your vehicle has a 4-wheel-drive system, make sure it&#8217;s working properly and that every driver in your family knows how to engage it.</li>
<li>Make sure you have tire-changing equipment in good working order and check the air in your spare tire, too.</li>
</ul>
<h3>Visibility</h3>
<ul>
<li>Wiper blades only last about a year, so consider changing them before the winter season, replacing them with some that are specially designed for maximum visibility in the winter. These blades are designed with a protective rubber housing insulating the blade from snow and ice build-up. Pop your blades up when the car is parked during freezing rain or snow, to prevent them from freezing to your windshield.</li>
<li>Make sure your heater and defroster are working properly so you can keep the windshield clear. Keep a can of deicer and a plastic scraper handy.</li>
<li>Make sure that you can be seen by checking that all your lights work. This is important in low visibility conditions.</li>
</ul>
<h3>Power</h3>
<ul>
<li>Very cold temperatures can reduce a vehicle&#8217;s battery power by up to 50 percent. Load-test your battery, starter, and alternator to be sure they are all working properly. Most auto parts stores will do it for free. Make sure your battery’s posts and connections are corrosion-free. If they&#8217;re corroded, you can clean them with baking soda, water and a small wire brush.</li>
<li>Check belts and hoses and carry spares, because cracked, worn or frayed rubber won&#8217;t stand up to the nasty cold. This type of preventive maintenance can keep you from getting stuck.</li>
</ul>
<h3>Safety</h3>
<p>You can buy an emergency kit, like <a href="http://www.buxr.com/deal/weatherhandler-75pc-premium-emergency-kit_100776">this one from Sears</a> w/ free year of road assistance, but it&#8217;s easy and cheaper to assemble it yourself from items you have around the house. Carry these items with you in the trunk of the car for the winter season.</p>
<ul>
<li>Flashlight with fresh batteries, flares</li>
<li>Safety kit, tool kit, first aid kit</li>
<li>Jumper cables, tire gauge, and tire chains</li>
<li>Snow brush, ice scraper, small shovel</li>
<li>Blankets, with an extra set of warm clothing, boots, hat and gloves for each passenger</li>
<li>Emergency food supply and bottled water, and hard candies to keep your mouth from getting dry</li>
<li>A fully-charged cell phone and power adapter</li>
<li>Windshield washer fluid, and extra windshield wipers</li>
<li>Paper towels</li>
<li>A bag of abrasive material such as sand, salt or non-clumping kitty litter, which can provide additional traction if a tire gets stuck in snow</li>
</ul>
<p>In general, you&#8217;ll want to apply a good coat of wax to help protect your paint from road salt, snow and ice. Swap out your carpeted floor mats for a set of water-resistant vinyl or rubber mats. Keep your gas tank filled to prevent the gas lines from freezing, and maintain enough fuel to stay warm if you get stranded. Running the engine for 10 minutes every hour can help keep you warm if you have to wait in the car for assistance.</p>

The polls show that 32 percent of US shoppers made their purchases in November. This is more than last year, but still a relatively small fraction and the chances are you may be one of the procrastinators still shopping. </p>
<p>Maybe you have budget constraints, hate shopping, or simply enjoy the thrill of finding those last-minute bargains, whatever the reason is we are here to help you make sure your Christmas gifts come on time for the holiday. Please read these quick shopping tips and then scroll down for the round up of shipping deadlines from several popular merchants.</p>
<h3>Good prices abound, but not everything is a good deal</h3>
<ol>
<li>In general, although their stock is plentiful now, Christmas decorations, paper goods, and calendars reach their lowest prices after the holidays and through January.</li>
<li>Watches and <a href="http://www.buxr.com/tag/Jewelry">jewelry</a> don&#8217;t have the best discounts either, and are usually excluded from department store coupon offers.</li>
<li>Most of the heavily-discounted <a href="http://www.buxr.com/tag/Electronics">electronics</a> and <a href="http://www.buxr.com/tag/HDTV">HDTVs</a> advertised this month are off-brands.  Look for major brand price cuts after the holidays and into February.</li>
<li><a href="http://www.buxr.com/tag/Laptop">Laptop deals</a> are usually not very good in December, with one exception &#8211; the 17-inch desktop replacement prices are dropping fast. That&#8217;s probably because the hot items everyone wants this year are tablets and smart phones.</li>
<li>Wait until after the holidays to get the best deals on linens and towels, those go on sale in January.</li>
</ol>

<h3>There are definitely some good choices at the best prices of the year</h3>
<ol>
<li><a href="http://www.buxr.com/tag/Toys">Toys</a> (of course!) &#8211; retailers have the most stock on hand for this season.</li>
<li>Bicycle prices reach the lowest level in December.</li>
<li>If you&#8217;re looking for <a href="http://www.buxr.com/tag/Cookware">cookware</a> or <a href="http://www.buxr.com/tag/Kitchen_Appliance">small appliances</a>, this is an opportunity to multiply your savings by combining online sales with coupon codes.</li>
<li>You should be able to find some great deals on <a href="http://www.buxr.com/tag/Tools">tools</a> and hardware, too, including garden items.</li>
<li>This is the month to go after Blu-ray movies, disk sets, and video games. Game <a href="http://www.buxr.com/tag/Console">console bundles</a> are being offered with bonus gift cards and other extras.</li>
</ol>
<h3>Read the fine print on returns</h3>
<ol>
<li>Some stores, like <a title="Walmart Return Policy" href="http://www.walmart.com/cp/Returns-Policy/538459" target="_blank">Walmart</a>, will allow online gifts to be returned to any of their store locations. Others, like <a title="JCPenney Return Policy" href="http://www.jcpenney.com/jcp/CustomerServiceSub.aspx?CatTyp=CSR&amp;CatID=16108" target="_blank">JCPenney</a>, will pay for return shipping of online purchases.</li>
<li>Some stores, like <a title="Target Return Policy" href="http://www.target.com/HelpContent?help=/sites/html/TargetOnline/help/returns_and_refunds/targets_return_policy/targets_return_policy.html" target="_blank">Target</a>, require a receipt (or gift receipt), limit the number of returns, and only offer store credit, which may be restricted to the the same department as the original gift. <a title="TRU/BRU Return Policy" href="http://www.toysrus.com/helpdesk/index.jsp?display=returns&amp;subdisplay=returns" target="_blank">Toys &#8216;R&#8217; Us/Babies &#8216;R&#8217; Us</a> gifts returned by mail are credited back to the original form of payment (the buyer&#8217;s), so return that gift to a store if you want to get a merchandise credit.</li>
<li>Notable exceptions are <a title="Kohl's Return Policy" href="http://www.kohlscorporation.com/customer_service/ReturnsExchange/ReturnsExchanges.html" target="_blank">Kohl&#8217;s</a>, <a title="Bath and Body Works Retunrs" href="http://www.bathandbodyworks.com/helpdesk/index.jsp?display=ship&amp;subdisplay=returns" target="_blank">Bath and Body Works</a> and <a title="Coldwater Creek Returns" href="http://www.coldwatercreek.com/CustServ/Shipping.aspx" target="_blank">Coldwater Creek</a>, who have no deadline and require no receipt.</li>
<li>Best Buy has free shipping through December 27, and temporarily removed restocking fees for holiday gift returns only through January 4, 2012 (without exclusions). <h3>Community Updates</h3>
<p>A few things have happened over the past month. I mentioned in the last monthly update that we awarded a record number of members in a daily contest. Since then we broke that record and it now stands at 10 awards. The particular contest day falls on November 29, which is the contest immediately following this year&#8217;s Cyber Monday!</p>
<p>Another important update is related to the influx of new members our community has seen this past month. All newcomers will now have to prove that they have the skill to distinguish a bad deal from a good one before they can fully participate in the contests. More details about this change can be found in <a href="http://www.buxr.com/topic/a-change-to-daily-contest-rules-deal-votes-points_5656">this discussion topic</a>.</p>
<p>One more change was introduced just yesterday and has to do with the number of deal votes members can make daily. The limit we added however is fairly high and should not have any practical implication for most of the members. I updated the wiki to mention it, but some of you already noticed the change and <a href="http://www.buxr.com/topic/daily-deal-vote-limit_5714">are discussing it</a>.</p>
